Examples of El Dorado County’s Mello-Roos Failures

This installment dives even deeper into El Dorado County’s mismanagement and misreporting of Mello-Roos funds in the Serrano Community Facilities District (CFD). Despite California’s SB 165 report promoting transparency, the County has consistently misreported fund balances and expenditures. This episode details a few of these discrepancies, such as unaccounted-for costs and missing requisitions, which have led to millions in unreported expenditures, leaving the County unable to account for more than 44  of the $52 million in construction funds it’s  managing in its Serrano Mello Roos district.  The County must address these discrepancies before submitting its 2024 SB 165 report, underscoring the need for greater financial accountability from the County.
