Our advocacy successfully enforced Levine Act (Govt. Code Section 84308) compliance on the El Dorado Hills Community Services District (CSD), closing a critical vulnerability to “pay-to-play” practices. This action was prompted by evidence of a former General Manager receiving payments from a special tax engineer. Following our direct call for compliance, the district’s independent auditor cited the agency’s non-compliance in its official governance letter, compelling the CSD to mandate full transparency and contribution limits for all future contracts and entitlement for use proceedings.   Here’s the auditor’s compliance communication to management:
