In this episode, we revisit the actions of El Dorado Hills CSD’s CFO, Teri Gotro, and the controversial “Terri Tax.” After years of non-compliance, CFO Gotro has finally taken steps to meet legal requirements by completing an annual SB 165 report for the CSD’s Community Facilities Districts (CFDs). While this progress is noteworthy, we uncover how Gotro was caught offering an unauthorized age-restricted rate in the formation of CFD 2019-01, Saratoga—an act not permitted by its governing documents. This episode sheds light on the broader issues of inadequate oversight by the Board and public, as well as the pitfalls of a districtwide CFD policy for all new developments.
